Kypseli scores 18 out of 100 for violent crime — high crime, on a scale where 50 is the average for Greece. It is home to about 16,441 people at 16,579 people per km².
The score is absolute, not a ranking: 50 is the offence rate for Greece as a whole, 100 the safest end of the scale and 0 the least safe, and every doubling of the rate costs the same number of points wherever you are. Regional units are scored from Eurostat's police-recorded offence rates per 100,000 inhabitants. Greece publishes nothing finer, so municipalities and districts share out their region's measured rate by how built-up they are and by documented local reporting — treat those two levels as an estimate, not a count of reported crime.
One of the densest neighbourhoods in Europe and, for much of the twentieth century, the most fashionable address in Athens, which is why it is full of good interwar and 1950s apartment buildings. Roughly 50,000 people live in the core; it is among the city's most multicultural districts, with communities settled since the 1990s alongside older Greek households and young professionals priced out of the centre. Fokionos Negri, a 600-metre pedestrian boulevard, is the spine.
Fokionos Negri and Plateia Agiou Georgiou stay busy with cafes, bars and small theatres late, which makes them among the safer-feeling streets in the north; the blocks toward Patision are a different proposition at 3am.
A reasonable choice for a repeat visitor or a long stay: good flats, cheap, real evening life, twenty minutes to the Acropolis. Not the pick for a nervous first-timer who wants to walk home from Plaka.
Reputation against reality. This is the clearest case of reputation lagging reality in the north. Older guides file Kypseli with Victoria and Agios Panteleimonas as a high-theft area; the official city guide now runs a full neighbourhood guide calling it one of Athens' most relaxed districts, and the Municipal Market reopened in 2023 as a social-enterprise hub. Both things are partly true — the good part is Fokionos Negri eastwards, the difficult part is the Patision edge.
